What directory are you in when running mix archive.install hex nerves_bootstrap?
Can you also try building Erlang with OpenSSL 1.1
brew install openssl@1.1
KERL_CONFIGURE_OPTIONS="--disable-debug --without-javac --with-ssl=$(brew --prefix openssl@1.1)" asdf install Erlang 26.0.2
